Jeden z najważniejszych i najbardziej wpływowych przedstawicieli tzw. nowej szkoły prawa naturalnego. Ukończył Wydział Prawa Uniwersytetu Harvarda (doktorat z prawa Harvard Law School), kształcił się również w Oxfordzie, gdzie obronił doktorat z filozofii prawa napisany pod kierunkiem Johna Finnisa. Obecnie piastuje prestiżowe stanowisko wykładowcy prawa konstytucyjnego i filozofii prawa na Princeton University.
